BACKGROUND: Basic | Unabridged (Most important bit from the Unabridged version is the Early Years as previous origin stories have been retconned and I am following Ed Brubaker's version of his origin story)
INCENTIVE/FIT: Bucky would like to ask that the Second World War comes to an immediate end with the Axis Powers surrendering. This will obviously ensure no more lives lost, but that includes specifically his own and one of his best friends, Toro.

For this he's willing to give what he needs to. As a charismatic young man, he's very hands on and is happy to hang on anyone who will allow it. Deep down, Bucky is actually a romantic, although realistic and very insecure. Because of this he is happy to be physically close and sexually intimate with women, but isn't looking for anything lasting outside of common attraction and his mission to stop a war.

With men, however, it's more of a two soldiers in a foxhole thing. He's lived on military bases most of his life surrounded by hot-blooded, aggressive, horny kids who just turned eighteen. As precocious as Bucky is and unable to let a challenge go unmet, there's just no way he hasn't tried to prove himself to these older brothers-in-arms by any means necessary. The same can be said on thee front lines in close quarters with no women and no real outlet for constant waves of fear and adrenaline. Bucky's fine with doing it, but they won't be discussing it after all's said and done.

ANYTHING ELSE? Within canon, he was trained by British Special Air Services. He's skilled in hand-to-hand combat and martial arts. He's fluent in English, French, German, Japanese, Russian, and probably some Italian or Mandarin.

He's an expert marksman with sniper rifles, assault rifles, pistols, and throwing knives. Bucky is also a skilled acrobatic and saboteur.

He'll be coming in with his super hero uniform, a .45 caliber Thompson sub-machine gun, about five concealable knives, and his war diary.

LASTLY! This is a weird one, but uhmm he keeps plastic explosives sewn into his arms in cases of emergency? Can he keep these or will they be extracted?
